I think the Paladin trainer in NQ in front of the steps up to the Citadel.

I got Hand of Bayle from the paladin trainer in North Qeynos.  While the effect is pretty, it doesn't actually work as a torch like I'd hoped.  And on a raid or in situations where there's lag, I have to leave it turned off.

It puts a corruscating prismatic white light around your right hand. Like I said, it's pretty, but unfortunately doesn't perform like a torch.  I wish it WERE a light-giving torch-like thing... I have hex dolls in both charm slots and I hate being alone in the dark!

lol... spoooky. ya, I have to say I am one of those losers that still carry's a torch in one slot.  haven't ponied up for hex dolls yet

You know if you go into your display settings under Lighting (I think..) There is an option for "Minimum Ambient Lighting" that you can turn up. It effectively makes it "NOT DARK" even in caves, but doesn't make it look all washed out like turning the gamma up will do.
