Draw Strength Adept 1 not working???

Upgraded to Adept 1 and it don't seem to work now.....supposed to Draw 12 from target and give me 10. Was better off keeping at App 3, at least it worked. Anyone else have this prob???

Yes and patch LU#7 still DOES NOT address this problem! /tired
