Insolent Gibe, Vision of Madness, Open Wounds

Was wondering where could we exactly find these skills at apprentive II? I have max coin faction and searched everywhere and can't find these 3 skills for app2. I found the Ancient Teachings for Insolent Gibe but no one on the server is lvl 52 alchy and I know soe did not mention of us only gettin certain skill at dept III. Wonder if anyone else has noticed this or not, would really love to have that ae taunt action goin on :p. Also searched the Golden Scepter and no luck, but found all the other skills though. Just those 3 tend to avoid me. Need responses AsaP.
