True strike adept 3 book

hi all!!

I have a friend who is a Guardian and they asked me to make them True Strike Adept 3 - I am still a noobie crafter (sage) - anyone know if sages can even make that and also what the book might be called that contains it?

looks like its an alchemist that makes it, oh well!
