Hello:

This is just a suggestion and my two cents in regards of this issue. Per SOE Tower Shield and Kite Shield are the same. They both provide with 10% block bonus.

In my opinion this should not be true. I think tower shields should be SLIGHTLY better for blocking. Maybe a max of 12%.
