I've tried the "protect the agent" portion in the sewers, but I keep getting owned! How can we take out so many blue mobs solo? Any hints would be appreciated...Thanks!

I clicked all self buffs (like 6 of them) before the fight, talked to him and had him assist me and then used all my abilties. No reason to waste time and power on those that don't do any dmg, just hit them with all you can - like shield bash, mangle, wound, taunting blow, etc. It gets tough towards the end but soon as the 3 dudes appear at the door talk to the middle one and its over.

Here's what I did... I died first couple times, too. Once two or three of those guys get on you the damage just gets overwhelming...
 
1. Don't stand right next to the guy. Go closer to the doorway, because that's where the help eventually arrives.
 
2. Go on the offensive. Don't hunker down or even do Soldier's Stance. Just try to kill them ASAP. They were green mobs to me, and I was able to kill them before the next one appeared, or shortly thereafter. Just make sure you taunt off the NPC before the new ones kill him. But if you keep your number of opponents down, you can handle it with little problem. Use your specials, HO's and just slaughter them. Ironically, the best way to handle the guardian quest is to act like a Berzerker... =)

Thats your prognosis. I did it while lower than you because they were all blue to me, and I acted like a Guardian.
 
Start with : Self buffs (Call to Arms, Rallying Cry (reuse this at every opportunity), Toughness)
Soldiers Stance
Hold the Line (nothing even TOUCHED the agent when I did this quest)
 
I used HO's on every mob and had the agent assist me. Them being blue and coming relatively quickly I couldnt even kill the first one before more arrived, but he died shortly there after, then as each one came more piled up until I had around 4 on me in the end and I blew hunker down, but then they stopped coming. Finished off the last four (remember to keep that rallying cry up when you can) and got the quest done. Was a semi-long and relatively grueling fight... but being lower if I'd acted like a zerk I highly doubt I would have won.
 
The agent does a bit of damage to help you out, probly couldnt do it without him. He does more dmg than you when you blow hunker down since you cant style for a bit.
 
Edit : PS for those of you having a hard time with this, all of my arts are still App 1. IMO, anyone can do this at 18 if they act like a guardian because most people have their arts upgrade. One of these days ill break down and buy them from someone. Oh wait... I got shield bash adept I =) Heh.

I made the NPC guard me. Only used my attacking combat skills (App 1 and 2). Not much good weapon and armor, but still killed all mobs. Used HO. My health had just become orange when I killed the last one. Did it at level 18.

I've been trying to find out where to go in the sewers to do this quest, but can't figure out where it is. 
 
At 18 there's still green and blue aggro stuff that make it a minor pain to get around as much.

Yes, it is tricky to get there alone. But I grouped with another guild member. When we were close to the storage room we met white conned mobs. He trained them away from me and I could enter the storage room.

When I ran to the storage room grate, it didn't open when I clicked it.  It was highlighted and had the "Storage Room" tag on my cursor but I didn't zone.  It's late, maybe I'm just not tracking properly.  Anyone else have this happen?

Naw, but the default action for double clicking the grate is not "enter the storage room", thus you have to right click the grate and pick it instead.
 
As for the encounter itself ... easy .. just yell for help and you regen faster than before and things are easy.
Offcourse, tell the agent to guard you and he'll help you out.
Hold the line and wound as a combo is excellent aggro to keep the agent out of harms way, without sacrifising damage.
