I was going to make a long winded and lengthy post, but eh, the point is obvious.

Since stat consolidation, and inflation of the buff packages that mobs get, many of the debuffs that were previously very desired are now entirely irrelevent.

This scaling issue is so large, that I would propose that debuffs need to be changed to percent reductions rather than flat values.

For example, debuffing a mobs MA by 10 points, its laughable now.

There are honestly so many examples of debuffs that are no longer relevant' or I should say desired' that practically every class in the game is affected by this.

Not only the scaling issue, but the consolidation issue as well.  What point are debuffs that reduce wis, int, agility?  I mean what 2% of mobs are classed as non-fighter?  You've consolidated everyone to one meaningful stat, its time to readjust these debuffs to effect all stats, or just make it a reduction to targets base stat.

The net result is classes that were desireable due to the debuff packages they brought to your raidforce are becoming highly marginalized as the debuffs aforded them are no longer relevant to the game.

I would like to know if SoE understands this issue, and whether or not we can expect any fixes with AoD or future GUs?

Or should we just count this off as one more element of the game that is marginalized and no longer relevant?

Why do velious raid NPCs who use the buffs which can be negated by the special debuffs(the ones from the x2) all buff themselves with STR and INT regardless of which player class debuff is required? Do the STR/INT/AGI/WIS stats work differently for raid NPCs than player characters?

I was just thinking about this exact same thing the other day. Same with the buffs many classes get, potions/poisons you can use, and even crafted adornments you can apply. The buffs/de-buffs have a lot less 'bang for the buck' than they used to, even with enchancement by AA (or even inspite of enhancement, especially when the enhancement makes it even more irrelevant).

Percentages make it so there's no way to improve it in the next level range, but the flat numbers definately need to be reassessed.
