Ok let me rephrase, what is the determining factor that allows some SC items to be placed in guildhall and other ones not?

The last time I asked this question I got a run around about sc can't be placed in guildhall because of cash and people losing things etc etc etc. but that really isn't the issue since there are and have been items and continue to add items from SC that CAN be placed in guildhalls.
