Legent of Froststone - Elred Wintershade MIA?

I finally decided to continue this HQ today , got as far as the update for killing rygorr in the ruins and the quest says 'Return the note to Grand Historian Elred Wintershade'

I went back to the spot he's supposed to be (shows on the map - blue blob from the quest helper) , he's not there , wandered around the general area....no sign of him...

Has the sneaky dwarf gone for a keg of ale?
