Character Transfer Limit??

I was in the process of transfering my 4 toons from one server to another I got two transfered but on my 3rd its saying "You have exceeded your character transfer limit for today. Please try again later." ....does that mean I have to wait 24 hours before I get to transfer my other 2 toons? When did they start this?

I am unsure when the policy was put in to place but yes there is a daily transfer limit.
