We get this buff when doing the Othmir quests in Eastern Wastes, to topple over the large barrels around Kael. However this buff does not go away after the quest, camping, zoning, or rebooting the game. You can not right click and dispell it either. Death might make it go away but I'd rather not try it at this point since the spell doesn't harm anything by being on. Death does not make it go away. I've died repeatedly in the past 48 hours and the buff still sticks. Just something you may want to look into.
