Vampires and flying mounts?

Will eveyone be able to make a vampire? Where will the flying mounts be used? Can you buy them like most mounts?

You can buy the vampire race, or qualify for it by having an active sub December 17, January 14, February 8, and buying the Destiny of Velious expansion. Flying mounts will be a quest reward in Velious and will be usable in all overland zones.

If I had to guess on flying mounts, I would image the quest will be to get 5,000 SC and press the SC button to 'unlock' the feature
