Preload very slow

I wanted to pre-load everything since I'd had a weird issue in game where it was redownloading places I'd already been causing huge delays in play (as in places I had been just 10 minutes earlier). However, the download is very slow. While I'm aware that my being in Korea right now will cause a bit of a speed issue, I still get reasonable speeds to the US. Speedtest usually gives me 6-10 Mbps to the west coast (california). I can't be sure what speed I'm getting since the client doesn't seem to show that, but I've set it to full bandwidth and it's taken me a serious amount of time to download even about 200 MB. Around an hour or so. A quick calculation shows that to only be about 56kBps, or around 0.448 Mbps. Not remotely anywhere near my usual speed to the US, if that is where the server is that I'm connecting and a ridiculous speed to download 14 GB at..

Any thoughts on this?
