Test Client: Keep downloading "manifest" file

Ever since an update a couple days ago, whenever I fire up the patcher I'm forced to download a file just called "manifest". About 5 and a half megabytes in size.

What is it?

I am getting kicked to Character sheet constantly and when I decided to try just reboot the game I got that same manifest file and still got kicked to character sheet as soon as My toon got in.
