Shaky screen upon maximizing my game window

I am running the game from my new laptop. It runs fine on my laptop screen (either minimized or maximized), but when I minimize the screen on my laptop and move it to my alternate larger monitor screen and then maximize it, the game window is shaky and my mouse is moving slow. If I leave it minimized, I can play just fine, but if I maximize the screen I can't.

Also, when I ran the game from my desktop prior to getting my new laptop, the game worked fine on both of my monitors--one of which is the one I am trying to use with my laptop.

Any ideas? I am not very tech savvy so it might be a simple fix.
