when do I get a hood like a hooded cloak.

heck my stealth icon has a hood.

Swashbucklers get class specific feathered hats, if you want a hood your options are limited to certain items in the game that give that appeareance or roll an Assassin since that is their class specific hat.

Absolutely, I have one of the helms that give a hooded appearance that I use off and on in my appearance slot when I want that look.
