It seems like the hardest class for me to 1vs1 with in pvp is any scout.  I rarely come out of a 1vs1 with a scout as the winner. 

I'm usually in my solo spec.  AA as follows:

Shaman: STR, AGI, STA complete w/end abilities (not including SF ones)

Mystic: Augmenting (5 pts in Premonition, Spirit of Mammoth, Oberon, Bolster, plus Ancestry).  Combat (5 points in all abilities, plus Weapon Mastery)

Shadow: General (5 pts Health, Power, Mount speed).  Priest (5 pts Litany of Combat, Protective Prayer, Seal of Faith plus Supplication of the Fallen).  Shaman (5 pts Tribal Frenzy, Spiritual Storm, Prophetic Spirit, Ethereal Weaponry, plus Ancient Pedigree).  Mystic (4 pts Prophetic Ailment).

My crit is at 71%, DA 71%, 10k hp and power, STR/STA ~600 and WIS ~900, Ability mod 715.

I wear 3 pieces of TSO t2 gear for the bane warding, plus other items to increase crit, str, da, etc.  I use the myth + shield of the battlepriest.

As soon as a scout comes along and engages me, I just try to start popping everything I've got in the heal arsenal.  I pop Ancestral Ward, Oberon, Torpor, and cycle.  I do have FoA pots and use them.

What am I doing wrong though?  Brigs and Swashies are the worst.  They can lock me down for about the entire fight.

You are going to have a hard time killing anybody 1v1 with Torpor on you. Also, I would be working on your gear before worrying about why you are having trouble in pvp. Get 100% crit, ditch torpor, keep them from stealthing (always get the first hit).

If you can DPS your way through, you should be able to kill scouts before they can kill you (if you are prewarded especially with the Oberon change).

PS. Torpor is very powerful, but in a 1v1 situation, the decrease in your auto-attack is going to bring your dps to a stand still. I handle scouts by burning them fast. Once you get stuck chain-healing, well, it's a long shot to hope T2 bane warding is going to do the trick for you. You might want to pick up Charm of the Lost from EALP (I think). I use it with my Bane Warding rig.

Thanks for the tips.  Usually when I've resorted to using Torpor, it's because I'm chain healing and just trying to stay alive.  Almost always in these situations I do not see the scout coming before they've started attacking.  I think the biggest issue is that I get locked down so much.  Interrupts, stuns, etc.

I would disagree with the Torpor thing. Scouts are all about burns. When you're under a burn, you use everything in the book to survive. Then if things go well, you move to the offensive, use Stampede and start punching them in the face. Autoattack with autoface is your friend as you will make it much more difficult for them to damage you by challanging their ability to reliably apply positional attacks.

Immunization is your friend. Oberon is your friend. Bane warding is a must. All the other damage shield stuff (magma fish reduction, LON illusion with melee proc, thorns pots, old spiked adorns if you still have them around) is good.
