Strange visual glitch

Since the last update/ hot fix, when I go to the dock, it takes awhile for the bell to appear; also when in the bank,same with the NPC'S (Tellers). Anyone else having this ? Still no quest feathers/ books.

I'm starting to think that those issues are related to each other.  It seems like only the people who are missing the quest feathers/books are seeing the slower 'pop-in' for NPCs/geometry.

For now you might want to try increasing the maximum number of low quality characters.  That option should be available in the display > model detail section of the options window.  Lert us know if the issue persists at that point.

That's from the correct file, but I'll need a little more from it.  Here are the specific instructions:

To create your DirectX Diagnostic (DXDIAG) information:

1. Click on the START menu, select RUN and type in DXDIAG and select OK.
2. When the DirectX Diagnostic tool opens, click on the SAVE ALL INFORMATION button on the lower right, next to the EXIT button.
3. Save the DxDiag.txt to your desktop or other easily found location.
4. Copy and paste the contents to your thread.

I only need up until the end of the 'sound devices' section.  You do not need to paste the whole file into the thread.

Your video card drivers are extremely old.  The card is a little on the older side but there should be a more recent driver release available.  Please go to ATI's website and download/install the latest driver release for your graphics card.

Went to ATI Driver site, had to download something called "Driver Robot"?? Seems like I have to pay now to get the Robot to download, another hassle ;;point being, had same drivers awhile back when all was working ok..still no NPC Quest Feathers/ Books  too.

The NPC quest feathers/books are definitely a game bug and not related to your graphics drivers.  You shouldn't be getting charged for the driver download, though.  I'm not sure what site you tried but use the one that was just posted instead.

Yes and Yes.

Uninstall the old drivers through the control panel(add/remove programs section), restart your computer, and then install the new drivers.
