I noticed that for the proc its based on a block or deflection.  The item is listed for fighter and scouts, but based on what it will proc on, will benefit fighters more than scouts. Could one of the proc chances be changed to dodge?

Where it should be, Scouts can block too if they so choose, so can tanks, Only brawlers can deflect and they made sure they didn't get left out in the equation of fighters and scouts category.

I can dodge to as a scout, its not as high as, lets say a parry, but would meet the criteria of a deflect...

Most of the PvP scout jewelry needs ranged benefits for Rangers, but Rangers should be used to being left out on gear choices.

They have deflect there because only brawlers can use it so they arent' left out from the item they are able to use. Every other classes with the exception of Brawlers which the deflect line covers, Have the ability to proc that ward if they so choose, Therefore, I see no reason to give a 2nd chance to fighters/scouts that use Dodge food and penalize brawlers at the same time.

Don't believe they do, Only bruisers with one or both or their 100% avoid clickies, Warlocks also get dodge on null mail. Even if so, Changing it to dodge would give scouts, warriors, crusaders 2 chances to proc the ward compared to bruisers 1 chance because they can't block, Imbalanced if change IMO
