The 12 hour recast on this makes this worthless. I thought the 1 hour timer on Call of the Tinkerer was bad. Is this really intended to be 12 hours?

Hardly "totally worthless." It makes it basically a once-per-day thing. I have call of the tinkerer, guess what the average # of times I use it is?

Less than once per day.

12 hour recast on the racial is fine.
