Charm of Bertoxxulous

Is the Disease Cloud proc from Charm of Bertoxxulous supposed to stack? As of right now, it doesn't stack when there is another Disease Cloud proc from someone else. This proc also keeps ticking on the mob when you die, which also seems to be tying back to the issue of the proc not stacking among multiple people.

The Strike of the Tier'Dal proc from the Leggings of the Tier'Dal Champion has the exact same issue.
