I'm not sure who I'm going to offend on this one, but IMO the test servers should get rolled together.  While I understand that there is a population of players that have rolled their characters on test and that is their home server, it is at the name states, a test server.  I don't understand why we need 2 seperate test servers (since one is not using the pvp ruleset anymore).  It is frustrating to log in on test copy and have 10 people on, all fighters.  If there was one server there would be a larger population and more incentive to actually copy you character over, since you might actually get a group.  I just don't understand keeping these populations seperated.  How many of you would really be upset by having a larger player base when you log in?

The Test Server ist a persistant world. A unique server that will, like all other servers stay forever and never get wiped clean of chars. It will get most updates earlier and some updates will not make it to the "live" servers.

The Testcopy Server is a place to quickly copy over toons in order to test specific changes.

I myself have a necro on the test server which I had to level myself :-) and would therefore not be happy if copy toons would jump on the very same server :-)
