Basically just what it says the ability was changed from 1ppm to activatable .5 second casting time, 6 minute recast.  So instead of being 2ppm at max hast and having to deal with using whatever combat arts are up when you get the proc, its now one activation in 6 minutes and you can time it in your cycle to maximize and get as many CA's off in that 15 seconds as possible without ripping aggro and dying.

6min recast is a joke. the mage version has not been touched and its 100% chance on a hostile spell to do 1-200+ more, well more is critting for 3600+ on every single spell.at least the coif was a 1 time per min proc chance.if your gonner nerf one soe nerf the other the same way please.

No don't nerf the caster hat, just fix the cursed coif so that its actually useful.  A 6 min recast is too long. If you want it to be activateable make it a shorter 2 min recast...that would definitely make is half as powerful as it was, and much more useful for timing purposes. As it stands there are much more easier to use helmets I would use over this item.

6 min timer is crap!

nerf the proc to 500dmg then the item makes 100-200dps lower an its fin.

I'm not complaining about them making this a clickable, it has a .5 second cast with a 5 minute reuse. It procs on EVERY CA you cast and if Hurricane Procs, it also procs on every mob Hurricane hit and as well the same for your AoE's. As I was told last night by someone, Pop your temp buffs throw up Insight and Activate the Coil and go AoE crazy on a multi encounter mob, yeah you would probably die but hell it would be fun. The reason i say i like it this way, 1: you can activate any time you want when its up 2: If it procs and all your CA's are burnt then whats the use 3: Its just like another insight with more damage, a faster cast time, and it heals you.
