So, from my understanding, correct me if i am wrong, casters hit rates were nerfed due to the fact that there was no mechanical way to fix the melee's hit rate.  Now, looking at VP set bonuses (warden/dirge) there is a buff for their 'precision'.  This will allow melee to now hit with extremely higher ratio than casters.  Why as a caster, should I continue to play one.  Other than enchanters, casters bring very little utility to the raid.  We don't have hate transfers, debuffs, or chain armor like scouts, leaving us more vulnerable to death due to low HP, cloth armor, and aggro control.  And now, you've lowered our hitrates (which i think was a little hasty in the first place seeing as most melee did not have new weapons/gear which their class relies on heavily) and upped theirs by giving them yet another way to increase their damage.  I honestly think the changes to caster hit rates should be reverted since you have obviously found a way to increase melee hit rates.
