First whoever said it doesn't work on epics is WRONG.  I used it all through KoS and EoF raiding, and would see the effect up on the mob.  Second that last link you provided, was for EQ1 not EQ2, which would cause a lot of confusion.As for a good level 80 belt there is a belt sold with +85 to spells and 2% faster casting from the Sarnak faction in Jarsath Wastes that I believe is better than the BCG.  Don't get me wrong the BCG is not bad at all for raiding, however I think you will get more out of the Diviner's Sash of Alacrity.  I've yet to see any belts better than that, though I'm willing to bet there are.

To affirm Rasputin's statement, the BCG does indeed affect epics. The link you provided has an old picture, and actually says in the 2nd or 3rd reply down that it was changed.As for efficiency at 80, I am yet to see it lose it's efficiency on anything up to the 83-85 range. As for what would make it obsolete, I'm yet to see any numbers that push anything past it, there might be a couple that best it in the pure math department for dps proc, but for wizards there's also the elemental debuff... when 98% of your output is elemental, you have to consider whether or not it's helping your dps beyond just the damage proc.

Thanks for the answers.  So I will work that HQ. About the epic thing, I was shocked to learn it didn't, so i had ask at the right place!To soloing it a 80, probably depends on your classes.  But those dragons hit really hard for their own level and you must at least have a crafter 40 (better be 50+) for the task.Marie-Ange

Yes, those dragons are very tough and I doubt they could be soloed by any class, but at 80 with some uber new gear... hmm... and they will be greyed-out anyway, so I think it is possible. Not at 70 though.
