Moving to Gorowyn

Is it possible yet? Where is the guy? I ask the guards and they point, but I can never find him.

Does anyone know yet?

You actually get a quest for citizenship in Gorowyn if you are a freeport citizen by visiting the freeport militia house in WFP.
