Evac in Fens bugged?

It seems like evac is bugged for some people in the Fens zone. We're getting "Evac is currently disabled in this zone" and others are able to use it just fine. Wondering if this is just a Qeynos problem, as I've noticed its not effecting Freeport / Exile faction.

This seems to be a common problem for me and several people I have talked to. At first I thought maybe evac was just turned off in the fens for some reason. But the FP faction guys we fought seemed to be able to evac with impunity. There were reports that *maybe* some Q's could too? So I don't know if it's bugged or what.

I can say that it is REALLY annoying if some can evac and others cannnot SMILEY
