Lag or Cheating/Exploiting?

So im questing for aa alot, and every now and then, i get jumped, Meh, who cares if i die or not, but i wont make it easy. Several times over the last few days, i have seen some weird pvp moves.....

1st is the Target player Swiftty is right in front of me (on my screen) but the warning message is saying to me target is too far to hit.... then zoooooooom a ranger that was infront of me near X-roads is now standing at the spires in about 1/2 a second.

2nd player named speechless runs by me, and i chase.... i see him gaining some distance nothing weird... but he runs right into a wall near the orcs area in CL... i come in to hit the guy, same message as before but now all of a sudden he is over by the Priest of Val Mar

3rd ok, no need to keep going but in the last 5 days i have seen this at least 2 or 3 times a night from the same players. Cheats or innocent lag problems? I heard about ALT Tabbing, net pausing, plug pulling or pause button on a router, what ever, but i dont know if its true or how it works... i dont care, im just getting sick of it.

Solution? maybe disable Windowed mode like other PVP games have dont in the past?

Certainly looks like some kind of hack. Best to petition them, and hope for the best.Windowed vs Full Screen? I would quit the game if I couldnt play in windowed mode. Raids, PvP and instances, I'm always full screen anyway, but If im soloing, tradeskilling or just buggering around in tells or preparing for raids im always in windowed mode, because im on the internet, instant messengers and a bunch of other stuff...no thanks!
