I've just started playing EQ2 with a friend who's been playing for a while. I have a newer system with a faster processor and more memory and video card with more memory than she does yet I still get video lag at the same settings she's playing on. I get really laggy during battle when spells and effects are going off.

this is my pc I have added nothing except the video card.

What video card does she have?  The 7300GT is bottom barrel not much better then your onboard Intel that came with the system. It is possible she has a lower numbered video card then you do but it is more powerful.

luckily the manufacturer offers a step up program that allows me to buy a bettr vid card during the first 90 days and deduct the full purchase price of my original.

would this be a better option?

You should also tell us what in-game graphic settings where you trying to play the game at. Balanced, High Quality etc..
