Its supposed to proc on every successful hostile spell. As it is now it rarely procs at all.

No, it only procs off succeful spell attacks (basically nukes and first tick of dots). As a chanter I have a large number of hostile spells (stuns, stifles, mezzes, debuff, etc.). these are all hostile spells, but not classified as spell attacks, so the dagger will not proc of them.

well im a illu to and gusse what....Its not procing off of shimmering beam all the time or any other spell attacks that hit. Its a known problem been posted on another forum just thought id post it here.
