Robe of Al'Kabor Bugged

Something is keeping my robe of alkabor from proccing. Comparing with other mages, they can get it to proc a lot more than i do. In my group setup the description says it procs 3.1 times a minute, yet it only procced ONCE on 2:45 fight. The other mage is 2.0 times a minute yet his procced 7 or 8 times. The best i do is usually 1 proc per minute of casting, usually in the last 15 seconds of the minute with constant casting. Proc rate is normalized to casting time, so faster casting mages shouldnt up the proc rate. Even with Time compression, the robe isnt proccing 3 or even two times a minute. I tried taking off wand of crystalized plasma and the vine boots but that didnt help at all. I'm thinking an item or a groupbuff is interfering with the proc. Please those with the robe post about your experiences with proc rates etc. I am a warlock so i dont know how wizzards are telling me "The proc is up almost all the time". Any help/insight would be appreciated. If needed I can list my group setup, buffs, AA, equipment and other factors. Thanks, Giot

The only issue i'm having with the robe is that the proc wont double up. IE, ionce it procs, you have to wait for the proc to wear off before it has a chance to come up again Is this intended?

Gnomie, did you say you had Time Compression on? When we were testing out the new changes, Aeralik told me that spell reuse and cast speed were capped at a 50% increase. Is it possible that because you had decreased cast time already it could be bugging. Just a random guess, unfortunately for me that robe hasn't been discovered on my server.

Robe seems to be fixed now and procs a lot more like it is supposed to. No more procs from other items interfering with it. And no I didnt have TC, but it still was nowhere near 3.1 or even 2.0 times a minute before the fix. One proc at the end of a 2 minute fight just isnt right. Giot 70 warlock Oasis
