Bug in the new healing lvl cap

Anyone else encountered any bugs yet? Here's mine....

I was on my lvl10 dirge getting AA.... grouped with a 14.

A lvl 16 comes up and starts attacking. I start to attack back but I cannot use my main attack because it heals me!! Now this attack is Singing Blade (does disease dmg and heals me) And I was spamming it trying to use this on the lvl 16 and it was saying illegal target and on my chat log saying you can not heal players outside your lvl range.

BAH!

Full group of greys attacked my 39 templar. I couldn't heal myself through them (target's target) because they "are not an enemy". I had to target myself to heal, and then target them again to try and damage them. Needless to say, the fight didn't go well.

They not become an enemy until you physically attack them. ?
