Where is the Feerrot?

I'm a 36 Sk and have been hunting in EL. I was thinking of taking a journey to the Feerrot to check it out. However, i can't seem to find the access quest or is there a bell somewhere now? I was going to see if i can solo a bit there. Thanks for any help.

It's a zone from a bell on Thundering Steps docks, right across from the bell to Everfrost, and you don't need access for it.

The bell is on the end of the Thundering Steppes docks.
