Sorry if i'm duplicating it, but when i search for palladium torque i don't find a lot of information.  I know that the quest was modified to allow a palladium bangle or a torque to be used to fulfill the quest -- what i'm wondering about is the removal of the recipie.
 
I didn't find any notes in the update forum saying that they were removing the neck stat recipies from T3 jewelers.  Is there some note somewhere that tells us why they removed Palladium Torque from the recipie list?

There isn't a dev message about specific individual recipes no longer existing, however, as part of the tradeskill revamp a few months ago, ALL crafting recipes (except T7) were changed.  By the intention of the tradeskill dev, every class now has "missing" recipes in the lower levels with additional recipe types being added in most tiers (10 level span starting with x0, such as 20 to 29 which is generally called Teir 3).  The neck items for jewelers is one of the recipe types which is given at a later level than the 20s when the palladium torque used to be craftable.  However, so that it is still posible to complete the quest with a crafted item vs a dropped, a palladium bangle (craftable using the current T3 recipes) was added as an allowable "offering" to the quest giver.Every craft has complaints about the recipes that are "missing" from the crafting books through the tiers.

Previously crafted Pristine Pallladuim Torques can be turned in for quest credit was the change that was allowed.
