When rangers are a tier above tier1, a nerf IS the proper fix.

Rangers may be suffering the most from the proc change, but it's not really a targeted nerf. This is a balance issue that many of us have been asking to have addressed for months, regardless of which classes were benefitting most at any given time, because the proc mechanics for CAs were plain daft.

So, in fact, (to the OP) this is the "real issue". This has been the root cause of proc rate imbalances as far back as I can remember.
