I have been hunting that [slew of words that would embarass a drunken troll sailor] lion for ages, completing the commonlands shrubbery collection quest TWICE just on forages from the henge valley and the closest I ever got to taking him down was the time someone KSed him out from under my group.

Given past experience... I'd bet 60-72 minutes. But I don't play on Test and can't confirm it.(60-72 minutes is what the Stiletto timer seems to have been changed to, as well as the Lightbringer Wisp a few weeks ago, which is why I suspect they'll use the same duration for these new mobs.)

SMILEY I can't wait for this to go live! I run to CL quite often to check if Rama is up, but refuse to spend hours sitting amongst the grey mobs waiting for it to spawn...

How does someone KS your lion.... not like you "own" the spawn cause your waiting for it

While technically impossible to "KS" a mob, it is possible in an effective way.  For example, if you are pulling spawns in order to clear for a specific mob and someone comes along and ganks it while you are in a fight, they are, for all intents and purposes, KSing you.  Leapfrogging is rampant in EQ2, I see it all the time.  And not just with mobs either.  Resource nodes as well.  I have lost many nodes while clearing out mobs close to it while someone else runs up and clears it.  Simply dirty pool. 
 
Wow...someone slammed me with a 1-star rating.  Perhaps a habitual KSer disliked me pointing out thier tactics.

We had a group of people who had been waiting for Rama`nai. We announced about every 10 minutes in /ooc and /shout that a Rama group still had a few slots open if anyone else was needing him. He popped; two of our trackers ran for him. A solo ranger, who knew we were hunting the lion (he had gone so far as to tell us to "shut up" because we were "spamming the zone"), got to him first, engaged him, killed him, and laughed that us "losers" should stop annoying the people who were actually levelling.
 
While not killstealing in any technical sense, it was a KS as far as I'm concerned. And before you ask, the [very, VERY rude word] was reported for griefing.
