Ranger Armour - Cant find the guy ?

Hi folks,

I just dinged 20 last night. I'm after doing the Armour quest for Rangers but can't find the guy who gives out the quest. I was told he is around the Inn that we used to Kill the Assasin. Can someone point me to where he is ? Sorry if it's been asked before but I couldn't find any post's on it.

He is right outside the inn in Qeynos Harbor where the Predator quest began. Ian something. (Cathlan, maybe?)

I thought he was but could find no sign of him last night, strange. I'll look again tonight.

I found him last night when I did my predator quest. Of course I am only level 11 and he wont speak with me yet but I cannot wait till he does!!
