I had my first raid experience as a defiler and ran out of mana half way through the fight.  I apparently can't debuff and heal.  I really wish the debuffs lasted longer but I guess they have to be short to balance us? 
 
I burn mana faster than I did as an SK, it's really aggrivating.  The only thing I dislike about my defiler is the 20-30 second debuffs. 
 
With that said, I know part of the problem is my race selection.  I chose wood elf so at level 29 my HP is still higher than my mana.  I'll try to get same mana cap bonus food and potions but that will only help so much.  Maybe I'll get one more single target ward out if it.

what lvl is your defiler? get to lvl 52 and you wont run out of mana ever again SMILEY

yeah, mana issues go away after you start getting power over time gear and Forced Cannabilzation and manastone.i made  sure to choose power over time racial options both times as a troll.

Hi thereI dont know how to answer your question as it is situational. Sometimes it's the tactics. Sometimes its the raid setup. In general if you're in the main tankgroup, it's a mix of ward and debuff. Dont bother much with direct heals as it takes a while to cast, unless the others are also near empty on mana. Rather ward. Make use of that spiritual circle.Yes having mana regen equipment, selecting mana regen character trait, +power food and having bards/chanters definately does help. Other then that none of use get things right the first time. It's a learning curve. Other things to note is your spell quality. If it's better the mob resists less. Some mobs are highly resistant to certain debuffs. In general if it resists a lot of debuffs, I try to focus on landing 2 of them, rather then drain all my power trying to land them all. Usually at least 2 types can land on a mob.

You have huge HP buffs as a defiler and rather small power buffs so you proberly wont get a bigger power pool than hp pool.

You said it yourself, you cant debuff and heal at the same time. You should stick to debuffing and warding, other healers are far better than us at healing raw hp, thats what their main way of healing is, ours is debuffing, its all about having all the healers burn power equally fast. Also at 29 you should be able to do the manastone heritage, i think?

At lower levels it can  be rough. At the higher end raids, you will likely be grouped with a bard or enchanter to give you in combat mana regen. Also at lvl 52 you get a spell that leeches mana off a mob. Whenever you choose racial traits, go with any +wis, power pool, and power pool regen. There are some items you'll definately need for raiding at higher level, and they include the manastone, golden efreeti boots, screaming mace and then the prismatic sceptre.Manastone is the reward from the heritage quest Stilletto's Orders Intercepted heritage and that can be started in the lvl 30 range. The quest starter drops off a ratonga in Thundering Steppes named Stiletto. The manastone will convert some of you health into mana. In a raid i use it every time its recast (1 minute)Golden Efreeti Boots is the reward for the heritage quest Saving Soles, which is primary done in lavastorm. The boots have flowing thought 5. This is best done in the mid 40's.Screaming Mace is obtained by doing The Screaming Mace heritage quest. The starter drops off a named mob Agony near the temple of cazic thule in feerott. The mace procs a mana regen. This quest is also best done in the low to mid 40's.Prismatic Sceptre of the Scale is a much more challenging set of quests. The item is a sceptre with +25 wis and it has flowing through 12. This quest is very involved and i wont bother trying to type it out here. It's best done at 49+There is also the Prismatic 2.0 but that is for the lvl 60's. All these quests have walkthroughs that can be found on eq2.ogaming.com/db/

Get your hands on any Flowing thought fabled gear you can wear and anything with battlement of the mind.  You will never worry about power again.And upgrading your FC to Adapt three is a must.
