Is there any reason not to stay in bear form all the time? You can do everything in that form as you can in caster form, plus you get a few stat bonuses. For some reason it just seems odd to me that staying shape changed was intended.

You should always be in bear form. Just hide your illusions (/hide) if you don't want to LOOK like you are in bear form. It is kind of wierd, I'll grant it that.

yup, always.

doesnt use concontration. Its simply free str, and hp. And a melee proc if you put AA into it.

The bear form should always be up. I agree that hiding your illusion form is best. That bear has got back! Can't see past the rear end, especially in smaller spaces.

Zone into a really small raid instance such as Roost and turn on your illusions showing the bear form and Bolster yourself. It's funny.
