Sign of Debility bugged?

I noticed in lavastorm last night that Sign of Debility was landing and then dropping after like 10 seconds. I killed yard trash in TS to see if it was the mob and even grays shake it off. Am I missing a change to how this works?

The whole duration is only 12 seconds. I'll try it myself tonight but I haven't noticed a difference.
