Finishing Arcane Storm HO?

Hi all, new necro, new-ish player (highest is a 16 monk), and at level 7 I seem to be having issues finishing off the Arcane Storm heroic opportunity. I've hit every single spell I have to finish it when it flashes, but nothing seems to be able to do it. Is it a spell that I don't have yet, and at what level will I get the finishing spell? Thanks.

After the new class changes the first spell that you'd cast to finish off the HO you get at level 9 and it's "Locusts".
