I know there has been some discussion as far as wether you should upgrade spells now, or wait till the revamp.  I just found this post by Moorgard and it tells me that you should wait.  Prices should drop on rares after LU13 as they will be less rare.

Let me clarify how this works.

The original Training spells (which were usually upgraded versions of a spell you had with extra effects thrown in) are going away. With so many changes to the spell lines of each class, the Training options often didn't fit anymore. We wanted Training to offer a more consistent upgrade path.

When this change goes live, all old Training spells will be removed from your Knowledge book. Instead, at each 10-level point you will choose one of four spells that you would like to upgradce. That is the list I posted. The spell you choose will then be automatically upgraded to Master II quality (as if you scribed a Master II scroll).

Nothing changes about the other three spells. You're only picking which one you'd like to upgrade.

The choice is up to you. If you already have a spell at Master I, upgrading it to Master II won't be a huge leap in effectiveness. You would likely want to pick a different spell, although perhaps the one you have at Master I is so useful to you that you prefer the minor upgrade anyway.

For those of you planning to invest in spell upgrades, keep in mind that the market for them is going to change drastically with Live Update #13. While Master I scrolls will continue to be very rare and expensive, the new Training upgrades may soften prices for some of those spells a bit. But more than that, rare harvests used to make Adept III spells are going to become *much* easier to obtain. I would expect prices for Adept III spells to go down considerably once the market adjusts to the influx of Legendary harvests.
