Only if you betray to Qeynos. You can betray, then return to Freeport. WHY anyone would do so is another matter, but it can be done.

I would think only Neutral classes would do that to have the chance to change classes but not change cities if they like the city they are in.

Yes you become an illusionist. If you are having problems playing a coercer, try an illusionist. Its a far easier class, but still strong...just not AS strong.
