can anyone clarify how this spell actually works?

it mentions implied targets so many times that im not sure who's getting the agro debuff.

i've not had it long and only gained my 6th point while in the ravasect instance in the bonemire, so not really had much time to play.

it seems realativly straightforward, but the more i read the explination the more i doubt myself....

the way i see it, its "target allie's hate is reduced by x"

You put it on a friend, it lowers their aggro against whatever target(if they have a mob targetted)/implied target(if they have a friend targetted) they have.
