ok, i am lvl 50 now but i never have seen this spell doing anything. it says to dispel magic of the targeted enemy. in my opinion things linke thorncoats etc. should be dispelled this way but even on lowbie mobs no buff is dispelled. this spell seems to be totally buggy and useless. our wizzard also has this spell and he told me he kicked it from his bar because it did not work for him either.
 
so can anyone please tell me what this spell is said to dispel and if and when this spell is working.

I've never seen it do anything at all in PvE, although in PvP it might dispell some heals and stuff.

Dispel is critical in PvP.  Wait for aggro to build up a bit, drop Dispel on target and open up like hell.  Extremely nice for using on healers in group situations.  I also open up with this as my second spell after the opening root if solo.  You will most likely still die (we can't kill greens solo) but you will at least have a fighting chance against most scouts/fighters.  Healers will still eat you alive, but hell they do that anyone 1 on 1.
