+ deflection on shield + protection factor = more protection factor?

I see shield with + deflection. Does this simply make the protection factor more than the rating?My understanding is higher prot = more chance to block.

A shield with +deflection is bugged. Deflection is usable by Brawlers only (who can't use shields), and it does not add anything to a non-Brawler class. The designers have a bad habit of putting +deflection on a lot of items that don't make sense, and it usually gets removed later or will occasionally be changed to another stat. After lots of /bugs and PMs sent, I finally had the +deflection on my cloth T6 mage gloves changed to +disruption. <img src="/smilies/8a80c6485cd926be453217d59a84a888.gif" border="0" alt="SMILEY" />

Like +4 safefall on the cloth smithy gloves from KOS collection...All the other choices from that collection give + to tradeskill except that one.
