When are they set to nerf the crafted Cobalt?<div></div>

I heard rumors that they were either going to nerf cobalt, or boost xegonite... the cobalt really was amazing armor so I think the rumors supported the nerf.  However, I was comparing the armor a few weeks ago, neither has occurred yet.
