Blinding Light vs. Smite Prayer... redundant abilities?

Are these two abilities essentially the same?I believe I got one at 22.5 (or something similar) and the other at 23. Both are AE taunts with a divine resist debuff. Both scale nearly the same, both cost the same, and both share the same reuse timer. Is one redundant? was this intended?

<DIV>To me, smite prayer seemed closer range.  Im wondering if the amount of hate generated is mire with smite prayer as a trade of for range.</DIV>
