Level 22 and 23 gives the same spell ?

When i reached 22.6 I got this lovely new AoE Taunt (with debuff) called Blinding Light4 blocks later at 23.0 I get this lovely new AoE Taunt (with debuff) called Smite PrayerWhat am i missing ? Getting two spells that do exactly the same within 40% of a level ?

I think it's just something that slipped through the cracks and we were probably supposed to get them far apart, with one having an increase in power.</DIV>
