yeah, it's all about beta testing in a live server. I'm glad I get to respec it the first time for free...

It's not as bad as you make it seem.   It is around 1400 at max rank (non crit)  which is a nice bonus heal,  anything more would infringe on Lay on Hands.

I'm getting better results with Tap Veins usually. And that recast is 54 seconds
